John Flynn, Managing Principal member of PolicyLogic, LLC

John Flynn is the managing principal member of PolicyLogic, LLC, a government affairs and consulting firm. PolicyLogic, LLC provides government relations and public finance centered consulting services.

John has 30 years experience as a special district administrator and professional firefighter in the State of Arizona. He served as the CEO / Fire Chief of the Apache Junction Fire District for 16 years. Located in the Phoenix-metropolitan area and serving a population of 70,000 plus residents in a service area of approximately 65 square miles, the district was lauded for delivering superior services, intergovernmental cooperation and public / private partnerships. The Apache Junction Fire District became a model of financial innovation and stability under John???s leadership. During his tenure as CEO / Fire Chief, the Apache Junction Fire District was awarded accreditation through the Center for Public Safety Excellence, becoming Arizona???s first accredited fire district.

Most recently, John served Navajo County, Arizona as the administrator for the White Mountain Lake Fire District. Appointed by the Navajo County Board of Supervisors, John served in place of the elected officials overseeing financial recovery efforts and reestablishing emergency operations after the district became financially insolvent.

John has extensive experience in public policy development and analysis. He has devised strategies to advance or implement various economic development programs. John served as co-chair and a board member of the Apache Junction Community Development Corporation, consulting on economic development issues for the community and region. He has served as an appointed member of the Pinal County Merit Commission hearing complex cases affecting personnel decisions. John is frequently consulting with numerous officials in local and state government and served on the board of directors of the Arizona Fire District Association for over ten years.

John currently serves as a designated lobbyist for the Arizona Fire District Association and other fire district clients. He appears regularly before the Arizona Legislature and regulatory agencies on matters of fire district governance and fiscal administration, property tax issues, emergency medical services and related matters.

John holds a Masters Degree in Public Administration from Arizona State University, a Bachelor???s Degree in Management and an Associate???s Degree in Fire Science. He???s a graduate of Arizona State University???s Public Executive Program and the National Fire Academy???s Executive Fire Officer Program.
